Coalition In Jeopardy After Ex-Cambodian Leader Leaks Call With Thai Prime Minister

Thai Prime Minister Paetongtarn Shinawatra is locked in an intense battle to preserve her ten-month-old government as well as her own political future after a leaked private phone call with Cambodia’s former leader, Hun Sen, sparked a firestorm of controversy โ€“ threatening to fracture her ruling coalition and plunging the nation into fresh political turmoil. The crisis, stemming from discussions about a volatile border dispute, strikes at a critical moment for Thailand as it grapples with economic challenges and decades-old political divisions.

Military Critique Detonates

The explosive leak disclosed a conversation on 15 June where Paetongtarn, the 38-year-old daughter of exiled former Prime Minister Thaksin Shinawatra, addressed Hun Sen familiarly as โ€˜uncleโ€™ โ€“ reflecting deep familial ties between the two powerful political dynasties. More crucially, she appeared to criticise Thailand’s own military establishment, dismissing a senior army commanderโ€™s handling of border tensions as someone who โ€˜just wanted to look coolโ€™ while saying things โ€˜not beneficial to the nation.โ€™ Her offer to Hun Sen โ€“ โ€˜if you want anything, just tell me, and I will take care of itโ€™ โ€“ proved particularly scandalous, interpreted by opponents as excessive submissiveness โ€“ compromising Thai sovereignty amidst a sensitive border standoff.

Public Fury Ignites

Public backlash was immediate and intense. Critics, including prominent academics and opposition figures, accused Paetongtarn of compromising the nation’s interests and its influential military. Political upheaval peaked on Wednesday when the Bhumjaithai Party, the second-largest partner in her ruling coalition that commands 69 parliamentary seats, abruptly withdrew its support. This defection shattered her government’s comfortable majority, leaving the Pheu Thai-led alliance clinging to a razor-thin margin of approximately 255 seats within the 495-member parliament, precariously close to collapse.ย 

Facing calls for her resignation including protests by conservative groups outside Government House, Paetongtarn moved swiftly to contain the damage. A public apology was issued for the leaked audio that caused โ€˜public resentment,โ€™ characterising the call as a private diplomatic channel that should have never been made public. Thailand’s Foreign Ministry summoned Cambodia’s ambassador, lodging a stern protest letter condemning the leak as an โ€˜unacceptableโ€™ breach of diplomatic etiquette as well as a severe blow to trust between the nations. Paetongtarn defended her remarks as a โ€˜negotiation tacticโ€™ aimed solely at de-escalating tensions, insisting that they were โ€˜not a statement of allegianceโ€™ while decrying Hun Sen’s subsequent release of the full 17-minute recording as damaging โ€˜political theatre.โ€™

A Neighbourhood Fracture Deepens

Hun Sen, the veteran strongman who ruled Cambodia for nearly four decades before handing power over to his son last year, remains a dominant force as Senate President. He claimed that he shared the recording with about 80 Cambodian officials โ€“ suggesting one was responsible for the subsequent leak. This incident has dramatically worsened already strained relations between the Southeast Asian neighbours. Tensions have been simmering since May when a deadly border clash in the contested Chong Bok area of the Emerald Triangle โ€“ where Thailand, Cambodia, and Laos converge โ€“ left one Cambodian soldier dead.

Both nations have since reinforced its troops andย engaged in reciprocal economic sanctions โ€“ including border crossing closures, import/export bans, and a Cambodian blackout of Thai entertainment. Cambodia has also escalated the dispute by petitioning the UN’s International Court of Justice (ICJ) for a ruling on the contested border โ€“ a move that Thailand rejected outright, citing non-recognition of the ICJ’s jurisdiction over the issue.

Projecting A United Front

Despite the engulfing crisis, Paetongtarn signalled her resolute defiance over the weekend โ€“ her Pheu Thai party declaring that she would neither resign nor dissolve parliament. She also met urgently with the leaders of her remaining coalition partners โ€“ Chartthaipattana, United Thai Nation, and the Democrats โ€“ projecting an image of unity.

Her strategy hinges on a cabinet reshuffle, to fill positions vacated by Bhumjaithai ministers, and a newly hardened stance towards Cambodia. โ€˜The unity and solidarity of the coalition government will serve as a vital foundation for the Thai people to come together,โ€™ Paetongtarn stated, urging for national unity behind the government and military to โ€˜defend our sovereignty.โ€™ She underscored this message by visiting troops in the volatile northeast region and pledging full government support for the armed forces.

Thailandโ€™s Precarious Crossroads

However, Paetongtarn’s path remains fraught withย uncertainty. Her administration’s survival depends on preventing further defections from her unstable coalition. She also faces multiple legal challenges, including petitions filed with the National Anti-Corruption Commission and the Election Commission accusing her of ethical misconduct, constitutional violations, and offences against national security. Thailand’s deep-seated political divisions, marked by a history of military coups targeting her family (her father Thaksin ousted in 2006 and her aunt Yingluck in 2014), cast a long shadow. While the current army chief has affirmed a โ€˜commitment to democratic principles,โ€™ ย analysts warn that the risk of military intervention could rise if street protests escalate or parliamentary paralysis ensues.

Compounding the political instability are severe economic challenges. Thailand’s economy faces sluggish growth (burdened by high household debt), a decline in crucial Chinese tourism, and the looming threat of 36% US tariffs on certain exports. The escalating trade war with Cambodia further disrupts regional commerce. Financial markets reflect this anxiety, with Thai stocks languishing to near five-year lows. Prime Minister Paetongtarn Shinawatra’s battle to retain power is not only a test of her leadership but also a critical crossroads for Thailand’s stability โ€“ as its economy and relations with a key neighbour all hang in a hazardous balance.
